Trio Made $72K Off Bergen-Based Medicaid Scheme, Authorities Say

Three employees of a Hackensack-based company were indicted Wednesday for allegedly making Medicaid claims for work they said they did while they were actually out of the country, authorities said.

Three employees of a home health care provider based in Bergen County were indicted Wednesday after authorities say they made thousands of false claims to Medicaid, and collected payments for work they claimed they did while they were actually out of the country, Acting Attorney General John J. Hoffman announced in a release Wednesday.

According to Hoffman, the certified homemaker home health aides at Confident Care Corporation, which is headquartered in Hackensack but has locations throughout the state, allegedly submitted false claims to Medicaid for services they did not provide.

The following three employees were charged, Hoffman said:
  • Elhan Gurban, 52, of Fort Lee, was charged with fraud and theft by deception after allegedly submitting 1,413 false claims on work he said he did while he was actually out of the country or working another job, Hoffman said. Medicaid allegedly paid out $64,125 in unwarranted payments.
  • Roman Abashkin, 32, of Wayne, was charged with fraud and theft by deception after allegedly submitting 212 false claims that resulted in $6,664 in payouts, Hoffman said.
  • Semen Rybalov, 68, of Wayne, allegedly made 45 phony claims resulting in $2,180 in payouts, and was charged with fraud and theft by deception, Hoffman said.
According to authorities, similar charges are also pending against two other former Confident Care employees, Anatoli Rountsev, 52, of Totowa and Naum Lavnevich, 56 of Oakland.

All of the accused face prison sentences and hefty fines if convicted, authorities said.
